Accountant – Supporting People
Key Objectives: · Analyse and challenge costs submitted by providers · Review financial management procedures and develop where necessary · Adhoc financial advice and support to supporting people staff in particular the finance administrator. · Financial support for Commissioning Board and Core Strategy Group
Specific Duties Include: 1. Review of Service Provider Budgets · Scrutinise*challenge budgets and unit costs submitted by service delivery providers · Support reviewing officers in contract price negotiations · Develop benchmarking data to assist reviewing officers
2. Reconciliations · Set up and maintain reconciliation between contract commitments, payments made and budget · Support finance administrator in reconciling payments made · Review monitoring spreadsheets maintained by finance administrator
3. Forecast Expenditure · Monthly quantification of contract commitments allowing for outcomes of reviews, reinvestment, potential cuts and changes to subsidy payments
4. Reporting · Maintain and report 3 year rolling financial plan · Support Commissioning Board and Core Strategy Groups requirements for financial analysis · Provide information to SP Lead Officer and Housing Finance in support of budget monitoring
Reporting To: Initially Finance Consultant for Supporting People Subsequently Head of Housing Finance Indirect reporting line to Supporting People Lead Officer Will be located with Supporting People Team
Person Spec: · Relevant industry experience eg. Supporting People, Social Services, Housing, (possibly Education if direct experience with schools), Housing Services Provider or similar. (Would consider other industry experience if directly relates to specific duties point 1.) · Qualified or part qualified · Ability to work with a wide range of people across a number of disciplines including IT and Service Providers who may have limited financial knowledge. · Sound knowledge of IT incl. Excel ( intermediate to advanced), general ledger systems and local databases. Knowledge of business objects would be particularly advantageous.

This is a new role and the successful applicant has to be able to set up the role and be largely self managing. It is expected that the successful candidate will handover to a permanently appointed person once role established and up and running successfully.
